Franchise
Salem Community Television (SCTV) is a department of the Town of Salem, NH.  In 1977 the Town Meeting authorized the Board of Selectmen to act as the Town's franchising authority for the regulation of cable television systems.

The Town entered into a franchise agreement with the cable television provider to utilize the right of way to provide a for-profit service.  These franchise agreements have been negotiated regularly over the years since.  The Town may recieve up to 5% of the cable providers gross revenue related to cable television services.  The curent franchise agreement stipulates a 5% franchise fee.

In 2009 the voters approved a warrant article to create a Public, Educational & Government Programming Revolving Fund.  This designated all cable franchise fees for the use of PEG (Public Educational Government) Access channels.

SCTV is funded from Franchise Fees collected from the cable provider and is not included in the Town of Salem Tax Rate.
